Jakarta is now one step closer in improving air quality in the city with the development of a comprehensive document on air pollution control. Last Monday (9/19), the Provincial Government (Pemprov) of DKI Jakarta through the DKI Jakarta Environmental Agency (DLH) introduced a series of strategies and action plans to improve air quality in the capital in the Public Expose of the Strategy for Air Pollution Control (SPPU).
"Today's event is the time for the DKI Jakarta Provincial Government to explain the strategy and action plan for air pollution control, gain support from relevant stakeholders, and produce collaboration to improve air quality in Jakarta," said Afan Adriansyah Idris, Assistant for Development and Environment of the DKI Jakarta Provincial Secretary.
SPPU, or formerly known as the Grand Design of Air Pollution Control (GDPPU), is a guidance document for the DKI Jakarta Provincial Government to overcome the impact of air pollution until 2030.
"This series of strategies includes air pollution control measures from upstream to downstream, ranging from policy development and revision to supervision and law enforcement," said Asep Kuswanto, Head of the DKI Jakarta Environmental Agency.
The series of strategies in the SPPU not only regulate the improvement of air pollution control governance, but also the reduction of air pollutant emissions from mobile sources such as the transportation sector, as well as stationary sources such as industrial activities. In it, there are over 70 action plans whose implementation requires cross-sectoral collaboration, including central and local governments, private sector, and the public in general.
In terms of air pollution control governance, SPPU also focuses on emission inventory, air quality monitoring in Jakarta, and surveillance and law enforcement for violations of regulations on air pollution. As part of the action plan for this strategy, the DKI Jakarta Provincial Government encourages the development of an integrated database to record emission inventory results and analyze air quality monitoring data.
To reduce air pollutant emissions from mobile sources in Jakarta, the community has a big role to play. This is because the effort is closely related to their activities and mobility. In addition to the use of public transportation, whose fleets are gradually being switched to using environmentally friendly fuels, residents are also urged to routinely conduct emission tests for their private vehicles. The public can also participate in campaigning for an environmentally friendly lifestyle to increase public awareness in general.
Meanwhile, reducing emissions of air pollutants from mobile sources requires the participation of the private sector to control emissions from the industrial sector. Some examples include emission control for the manufacturing industry, emission control of evaporation of volatile organic compounds (VOCs) at gas stations, the obligation to install a Continuous Emission Monitoring System for certain industries, and dust emissions control from construction activities.
The implementation of a series of strategies and action plans in the SPPU is one of the steps taken by the DKI Jakarta Provincial Government in implementing the court verdict of the citizen lawsuit on air pollution, which has been decided by the Central Jakarta District Court on September 16, 2021. This step began by collecting previous studies to identify sources of air pollution in Jakarta, one of which was an emission inventory study by DLH DKI Jakarta in 2020. "The DKI Jakarta Provincial Government through the Environment Agency is committed to being able to implement SPPU by involving the participation of all parties, as mandated by the decision of the citizen's lawsuit," concluded Kuswanto.
